QOL change for heavy attack builds: two stacks of Relequen & Siroria per HA?

The subject summarizes the proposition. I understand it's nothing grand (and we need grand too, mind), but to make baby steps in the meanwhile... It would appear that the new course is to make players either pick heavy attack rotations or build into sustain. In such case, it would make sense to make latest Summerset sets a little more friendly to heavy attack builds by letting HAs grant two stacks while light attack grants one. As an aside, it would also be somewhat in line with latest change to stamina nightblade toolkit, where heavy attack gives two stacks towards spectral bow proc.
If there are some awful consequences to it I don't see and that would make heavy attacks terribly broken, feel free to share here. It'd also be nice if @ZOS_GinaBruno could peek into the conversation and voice in if there are any thoughts on that matter.
