Lotus Flower + Mend Wounds = Not Procing?

Hey guys, so question. Isn't the Warden's skill "Lotus Blossom" suppose to proc off the Psijic Order skill "Mend Wounds" since it's a light attack? I ask because it doesn't, yet does here back in July. Maybe it's my combat text scrolling that isn't showing it unlike that video. Any word? Is it a bugged skill, am I just missing something, or was it nerfed to not proc on it?

There were some bugs a while back involving those two skills. I can't remember if they fixed anything or allowed them both to be used in tandem or not.

They had to disable them from working together due to an apparent game breaking exploit. Was meant to be fixed in a "future patch" but likely one of those things that will go unlooked at for 2 years.

Found it in Patch 4.0.12 where they said "disabled mend wounds and lotus flower from working together"(noted here for easier googling in the future):
