If crown store items can be gifted, can you put in the option to gift crown packs?

At the moment, I hve ~10k crowns. I would like to buy one of the 14k-crown houses, but I'm 4k crowns short, and don't have the extra $40 to spend on a 5k crown pack, but I DO have a bunch of ingame gold. ZOS has no problem with people gifting crown store items for gold (though there's apparently a problem with gifting houses), but in this instance why isn't the option to gift actual crown packs available? As it is I won't be able to buy any houses until the next time my ESO+ crowns come in, which will be all the way in December. Can you guys put the option to gift crown packs in the store?

    The crown packs are bought for real money on the website, so I'm not sure why ZOS would add that to the in-game Crown Store. Now, an option to outright trade crowns for gold rather than messing around with this gifting items system would make more sense, but ZOS chose not to do that.

    If I had to guess, ZOS wants to be able to limit the ability to gift certain categories of items.

    Money laundering. Someone can buy the crown packs with stolen credit cards then underscore Zenimax and resell the crown packs for half the price, quarter of the price what ever. That is my guess.

    Then why not at least allow for the gifting of the houses themselves? I mean, regardless of who buys the house, whoever it is spent money for the crowns to buy it, so it's not like they're losing sales to allow it.

    But what if ZOS added Crown Packs to the Crown store, so you could buy and gift Crown Packs with your Crowns. Wouldn't that be technically the same as what is allowed now?

    I mean, I guess, kind of? That'd be a really inefficient way of doing what the OP wants, which is to trade gold for crowns.

    The only point of buying crown packs through the crown store would be to gift them or trade them for gold. That's a pretty inefficient way to do it under the current gifting system because you'd have to:
    1. Buy Crown Packs for Crowns. Spend 1500 crowns to buy a 1500 Crown Pack.
    2. Gift or trade that 1500 Crown Pack.

    As opposed to a trading system where you could simply buy the Crown Packs from the website like usual/ESO Plus, then trade X amount of Crowns for X amount of Gold. That would be the most efficient way to facilitate this.


    However, ZOS chose to go with an inefficient system. Trading Gifts for Gold. I suspect this means that A. ZOS prefers to keep the Crowns for Gold trade at one remove, rather than creating/adapting the trade UI for Crowns. B. ZOS intends for players to have to buy certain things with Crowns, rather than allowing them to be gifted. That, so far, includes Crown Store houses.

    My point is that *I* don't want to trade crowns for gold; I want to trade gold for crowns, which according to the current gifting system, is allowed...however, it's only allowed in the form of gifted items, not the actual crowns themselves. Which, as it turns out, doesn't help as I can't buy a 14k-crown house with ~10k of crowns and a bunch of crown store items. :/

    The idea of buying crowns for crowns in the CS seems like the best way, as it basically creates a system of transferring crowns from account to account. I don't know what the problem would be there, as regardless of whether the crowns were bought by person A or bought by person B and then transferred through a gift to person A, ZOS gets the same amount of money.

    "Crowns have no value outside of The Elder Scrolls® Online, are non-transferrable, cannot be redeemed for cash, and are subject to revocation, termination or cancellation without refund."

    I could go on about liability and licensing, but that's the simplest reason why you'll never be able to obtain Crowns from any other player account.

    If this isn't the real reason, I'd be shocked.

    I mean, I was surprised when gifting crown items was added to the store. I assumed that was going to remain a case-by-case thing via customer support, because it's far harder to engage in criminal enterprise when you need to ask permission.
