Stamina Draining for no reason

I'm not sure how else to explain it. Randomly I would lose big chunks of stamina when nothing should be draining it. Most recently it happened while I was in stealth, out of combat, and not moving. My stamina was regen-ing and suddenly mid regen I'd lose a big chunk out of no-where. I thought the random resource drain was fixed? Is this a new one?
Should mention I'm on console so I don't have add-ons to see where the stamina went.
