Veteran dungeon monster mask not cp160?

I've ran Imperial city prison twice now for the monster mask, but both times it dropped as level 50 white, instead of cp 160. I'm cp 510 but can't upgrade either at any crafting station. Can anyone tell me if I'm doing something wrong or forgetting something?
