Mount not regenerating stamina when wearing 5 pieces of Pelinal's Aptitude

So I've encountered a strange bug. When wearing 5 pieces of Pelinal's Aptitude (3 infused rings and heavy golves and sabatons if that matters) my mount will not regen stamina while moving at mount walk speed. If I move at mount walk speed the stamina meter remains at zero, but if I stand still for 5 seconds, it starts to regen normally. However if I take off the Pelinal's Boots the problem goes away, I can sprint the mount to no stamina then walk to regen it like normal. No idea why one would effect the other, but that's what seems to be the case.

Issue still present. On two separate characters wearing Pelinal's (PC- NA). They have plenty of mount stam points put in them, but there is no regen. The issue doesn't occur after I change armor sets, so this is definitely something related to Pelinal.

For those suffering -
One thing you can do is dismount and remount; this will show the proper mount stam value. It is super inconvenient though. And as pointed out in the original post, standing still will also help (though it might not be that useful if you are using the mount to get from point A to B ).

I know necromancy is not allowed on ESO Forums just like in major cities of Tamriel. But I can't believe to see that this bug is still persists. I was questioning myself to find what's wrong with my 1 character out of 16. Pelinal's Aptitude set is necessary for my Hybrid DD (yes that's a thing) and needs to be fixed.

@ZOS Ticket # 190805-004039 fix your game before tricking us with fake treat like bugfest of DLCs.
