And a lot of redguard furniture and decorations inside...
Maybe it's some hint about new event?
I couldn't find anything in lore related to these feathers...2 -

✭✭✭✭✭The feathers are probably the Festival merchant then. They are introducing tokens for the Witxhes Festival that you can turn in to get a collectible, the first is the Emeral Indrik Feather, IIRC.4 -

✭✭✭✭✭From now on, you can earn Event Tickets with each Holiday Event. With 10 of those, you can buy a Emerald Indrik feather from the merchant that's gonna appear there (Witches Festival).
That feather is a part of a Runebox, the other 2 parts will become available during the Events after that"Stand strong, stay true and shelter all."

Yes, I've seen a Sorrel today close to Devon's Watch wayshrine iirc with bags and alone, lol I thought that was when you see someone's mount without the player the moment the player is teleporting but it was lasting a bit too long, though I didn't put much attention tbh and went to the wayshrine, now I see, it could have been this.

✭✭✭✭These were on the PTS. The seemingly abandoned horse and luggage will belong to the quest giver for the Murkmire Prelude. The Fancy tent with the feathers in a display case is for a lady known as "the Impresario" who gives out some extra rewards for the annual Festivals. I'm expecting the Impresario to appear during the Witches festival. There is one instance of each of these in each of the three alliance's first zone.
