Ghost Bard

Can ZoS make this a quest. capture the ghost bard and release it into a dive bar, then that song plays on a loop?
That ghost bard can be a annoying, can spawn him/her by summoning a pet or dropping 'mystery meat'.
If Zos could make it a part of the grind.
