The Welcome Screen

I thought that the welcome screen only showed when I logged in, and then only if something had changed?
After doing the group event in Nchuleftingth, we walked out of there, back into Vvardenfell (load screen) and my partner and I were both greeted with the ESO Welcome Screen. The only thing I can think of is that it happened because it had turned midnight and we needed to be welcomed again.
So now the welcome screen welcomes me at every log in, and at midnight after I have a load scene?
Leaves me to figure out why, when standing in the middle of the lava field in Vvardenfell, and when looking at the map, I always get the local map of "Path to the Moot Library". Or indeed, where that is.
