ZOS can something be done about frost staff Tri-focus to make frost staff dps viable gain..

Don't get me wrong, I am a tank main, I loved being an ice staff tank, and tasting all those salty tears of people who kicked me from a dungeon because I had a desto staff as a tank and they were too idiotic to read the tri-focus passive.
What the issue is, if I want to be a frost staff DPS, which I eventually want my mag warden to be, I can't heavy attack!
I literally either have to use a different staff to heavy attack, negating the build of being a frost staff dps, or I have to be so tanky that I can handle the damage when I keep stealing agro off of the tank and eventually get kicked from the dungeon!
While using a second staff isn't much of an issue, (in fact I use the masters ice staff on my healer, never have I taunted adds or the boss with it, even in vet trials) but for the sake of choosing how to play the game ourselves, building a build ourselves, and "roleplay" why now, does having a frost staff mean you can't be a dps. We already have this stigma with two-handed weapons in PvE, despite the games marketing before release being "be any class, any role, any weapon, any build" (which was a lie). Now we have it that we can't use a frost staff as a dps at all because of something that was implemented in a patch, relatively recently.

Of course we could just run the frost staff without the tri-focus passive active, but this is besides the point. It is the decision to make a frost staff a "tank weapon" rather than a dps weapon that is the issue in the first place.
My suggestion to sort this out so everyone is happy, maybe add a new passive that is basically how the tri-focus is for ice staffs now, 1 skill point "make ice staff heavy attack taunt", 2nd skill point "make blocking cost magika instead of stamina", then revert the tri-focus passive back to the movement penalty (keeping the shield would be nice), how it used to be. The mandatory use magika to block is a pain when using the ice staff anyway.
Would be really nice to get the best of both worlds, I doubt it would take much time for you guys to implement it either, as it is essentially just a revert.

While you are at it, add an unarmed skill line. Every TES game has made an unarmed build viable, why not this one!
