Names of Guilds that claim keeps in Cyrodil

It has been a long standing practice to include a bit of banter in the claiming of keeps by creating a fake guild specifically for the purpose of being able to have the name 'AD are scrubs' or 'the purple zerg' attached to a keep and visible when anyone scrolls over the keep on the map. Today in Cyrodil though, DC were repeatedly naming keeps in a manner that went beyond banter into personal commentary of a sexual nature to do with a particular member of the AD faction. As there does not appear to be any way of checking who heads up these fake guilds, there is no simple way to report the players engaging in this kind of sexual harassment. When attempting to report it we only have the option of 'report player', which gives the pro forma response from ZOS that we might like to block the player so that we cannot receive messages from them. When it comes to a slur of this nature being attached to the map itself though, this is insufficient. Could we please have an option added to 'ask for help' that allows for reporting this kind of anonymous sexual harassment? It seems totally inappropriate that a player can be harassed by name, publicly, with no ability to report the behavior. It is also the height of cowardice.
