Same level potions with 3, 8 and 5 not stacking?

So my heading is just an example I have several different materials potions and poisons that are all the same level same kind that aren't stacking but it's not because there's a limit I have potions for example that are taking up four different inventory slots one of them has under 50, the other 8, one of them 7, and the other one 4. They are the tri restoration potions but there's other materials besides those as well and the answer I got back from ESO technical help was to delete my saved game data now the question they haven't answered that maybe you guys can, is if I delete my saved game data, do I start over from square one? Are they asking me to delete it completely? I don't know how to partially delete it and still maintain my level and inventory. Thanks for the help

All that is stored server side. You can delete your local files and download fresh.
