Some sets needs to be changed

Hey there! just created this topic because I dont understand (seriously u.u) why useless items and sets exist (well, maybe for teasse us with the RNG factor) so... why don't change/improve them? I mean, ZOS changed some sets that some of us use for a reason, like Cyrodiil Ward... why not change those sets that nobody uses?

Some examples:

Merciless Charge:
OLD:
(1 Item) Critical Charge deals an additional 6000 Physical Damage over 5 seconds.
NEW:
(1 Item) When you deal damage with Critical Charge you apply Major Fracture, reducing the enemies Physical Resistance by 5280.

Vampire Lord Set:
OLD:
(2 items) Adds 1096 Max Magicka
(3 items) Adds 129 Spell Damage
(4 items) Adds 833 Spell Critical
(5 items) Adds 400 Spell Damage to your Vampire abilities. Reduces the cost of your Vampire abilities by 5%.
NEW:
(2 items) Adds 1096 Max Magicka
(3 items) Adds 1096 Max Stamina
(4 items) Adds 129 Magicka Recovery and Stamina Recovery
(5 items) If you are a Vampire you gain Minor Expedition, Minor Vitality and Minor Evasion for all times. Increasing your Movement Speed by 10%, Healing recived by 8% and Dodge Chance by 5%.

I just propose these both because I do really like the concept behind them ;P, but of course there are others that demands some help

    I should admit that I used to wear the first one... but seriously, do u think that lord vampire is fine at its current state? As i said these both are only examples; spelunker, crusader, ashen grip, phoenix, gladiator... i just would like to see more diversity

    There are some builds which do make use of sets like Vampire Lord.

    The main sets that need to be buffed are most of the craftable sets. Who here has actually ever crafted Oblivion's Foe for something other than a master writ?

    Okay I think all those sets have a big issue that when it is super specific to a skill line there just isn't enough skills that are usable (fewer that actually do damage) in those skill lines then the bonus isn't even that much higher than sets that effect all your skills and your healing. (e.g BSW and julianos).

    Now a set that effects physical damage like strength of automation is fine since you can construct a setup for what it works for it since you have a lot of skills to choose from but the sets you mention are practically useless.... 400 extra damage on a single ability?? maybe if it was endless volley or wall of elements but no other skill would it ever be worth it.

    The problem with your set design is that it has the opposite issue, its too general in that you only have to be a vampire not to actively be a vampire.

    There are two usable vampire skills, mist form and devouring swarm and they are basically only used in PVP, which your design seems PVP themed but just giving you a bunch of bonuses just doesn't seem that interesting.

    I think I would look to link the bonuses to recent feedings, remember I want people to actively be a vampire, not just sit at level 4 and let themselves get burnt to death.
