oh 480 cp I didn’t see that I’m sorry. Okay if you can’t hit 20k at 480 then I’m sure there’s a good amount that of things that could be wrong. Could be wrong cp allocation/bad gear/bad rotation. Leviathan isn’t really that good. I’d replace Leviathan with a trial set like Two Fanged Snake. I’ve seen people under 750 cp pull 40k running Two Fanged and Briarheart. Briarheart is a dlc set yes but you can get it from guild traders. It just comes down to perfecting your rotation and having an appropriate gear setup.

Ty for the advice. i'll look into these 2 sets. Two fanged is mostly dropped in VO right ? or AA ?

First and foremost, I'd look at rotation and weaving, it was the biggest jump of damage for me. Set combination of Hunding's + Spriggan's + Velidreth is enough to get 30k and more.

20K DPS is quite doable with Leviathan, too (by the way, which mundus is in use? I also assume DW + Bow with weapon damage off-hand glyph). So I surmise it's most likely how rotation is executed.

Also, you running the poisons on your bow bar? Are your weapons golded out? The golded out part is the main thing. Having gold weapons gives you more damage than purple ones.

I can't offer first-hand advice, I dual-wield, but invite others who may have experience to share advice on two-handed damage. (And by the way, care to give the link to Alcast's guide you're following? I can't recall anything with two-handed on his site.)
