Template Characters: Can’t select Orc, Bosmer, Dunmer, or Imperial

Anyone else having this issue with Wolfhunter template characters in the character generation screen?

Seems I only have a choice of six (6) races ... which is awfully restrictive for PTS testing.

Also tried a race change token after queuing up a Breton template ... but the other races were still blocked.
