Redguard might be better for an aggressive melee stamblade.
But khajits unique passive gets nerfed by crit resistance from cp and impenetrable armour.

If you are doing just PvP, then go Khajiit, Bosmer, or even Orc. But stealth doesn’t matter in PVE at all. Redguard is the best Stam race in pve due to superior sustain to any other race unless you are going with very high Stam recovery (which you should never do for pve). So theoretically, they also have good enough sustain in Pvp. Bosmer is the best sustain race in PvP. Redguard is good to go if you plan on doing both.
TLDR; PVE = Redgaurd
PvP = Bosmer or Khajiit

I just started a new StamBlade main, because the Mag version of my melee MagBlade had some real holes in it that I couldn't seem to adapt to.My personal favorite Stamblade right now is my Orc. She's more oriented towards PvP, but I like the Orc passives for the sprint speed/cost reduction, 4% melee damage increase, and both health and stamina increase. She's a 2H/DW Bleed build that I'm trying to center around the movement bonuses of Orcs.

I dont see why they would be bad. You use the skill cloak to stealth, not so much sneak. And as soon a you hit someone you are revealed anyway, then you need to use cloak again to become invisible again.
I could only see sneak being useful if you are trying to run away. Cloak turn a corner then crouch sneak.
Stage 4 vampirism allows you to sneak with the same speed as walking. I would think that is more useful than the stealthy passive.
But being a stage 4 vampire will make any character look ugly.
