So, they indicate 4-25 are possible. I’ve opened 8 over the last few days and each only had 4 for me.

What gives?

You will almost always get 4. It’s heavily weighted that way.

You are very much more likely to get 4 or maybe 5. It would be nice if the tooltip were a bit more clear, but it's not lying exactly. It's just leaving out the weighted part of the situation.

This is true of all ESO RnG.

The only RnG that's not weighted is proc sets

I got 25 once. Even took a screenshot of it.
But yes, mostly get 4 most of the times. Sometimes something below 10.

I always assumed it was wieghed or something to give closer to min about. Someone should do a poll about this? I am curious on averages now.

I've opened quite a few. And I mean a lot

4 is the most common
5 next
10 rare
25 pretty rare
50 had 3

Not including end of campaign rewards

Edit: and I'm not gonna let it go just yet. But out of 100ish arena runs (since release), you'd think I'd get more than 1 winterborn ring. Seriously I've been at it 4 days straight now, 22 completes in this stretch and have completed every other set 3 fold each.

Also the weapon rng is weird, feels like way too many duplicates for how many different possibilities there are

Earlier in the week I got 20 and then 25 the next day. Doesn't happen often but is possible.
