Can you Level Up Vigor in PVE?

I love this game. Been playing for close to a year...and I'm BARELY just now getting into PVP. Completed my first mission where I killed 20 enemy players, and just today achieved Assault level 5.

So I now have Vigor as a skill.

Can I level up Vigor in PVE? Or does this skill only level up in Cyrodiil?

You can level up the skills with regular old xp, even outside of Cyrodiil. Advancing the skill line itself is what requires AP.
