Theorectically, assuming the next patch for PVP performance goes well. They said they'll look at delaying it if the performance continues to be terrible. I'm on PC, I know console has it much worse. -

I use all of the bolded sets in various pve and pvp builds. With the (admittedly mostly silly and minor) changes next patch, some things will suddenly become more viable, such as Affliction paired with Swamp Raider or Morag Tong (which debuffs for group poison damage, rather than just the caster) for a DK poison build. There's always interesting things one can come up with. I've used a combo of Silks of the Sun + Elf Bane almost since launch, for instance. Truth dovetails with the off-balance CP damage bonus / lightning staff wielding healer for instance. I've often used Desert Rose on healers. Alteration reduces all costs, including things like dodge roll and break free (or at least it used to). Potentates on DK Ultimate builds with Dragon, Grace of the Ancients on a Necropotence pet build with Masters/Maelstrom/etc. Sergeant's on a heavy attack build. Prayer Shawl on a DK shielder/healer Trinimac build. Duelist on a Psijiic light attack medium armor dodge build. Bastion on anyone while they're laying siege to a keep. Ward while galloping across Cyrodiil. Eagle Eye with Propelling Shield morph can hit things with Snipe at 45m near a keep. -

I picked up Vicious Death in the event that one of my Nightblades survives the leveling process and makes it to PVP to become a bomb-blade. I don't think the Cyrodiil/IC sets are BIS, otherwise, but they have their place in some cool, niche builds. -
