Bookcase skills

i have recently (since summerset) started new characters. i click every single bookcase and lorebook i see. i have not gotten any skill increases from bookcases on any of my new characters. not sure if this is a bug or intended. anyone else seeing this issue? i notice it on EU and NA PC servers.
