Legs are invisible when wearing Imperial Guards 2 and sandals

I think this is more of a feature than a bug, but some at ZOS may disagree.
With Imperial Guards 2 equipped (via an outfit), my character's legs are invisible between the knees and feet while also wearing a shoe that doesn't cover the shin area. Footwear that causes this in combination with the Imperial Guards 2 are Prisoner's Shoes, Prisoner's Sandals, Primal Sabatons, Soul Shriven Shoes, and Mazzatun Shoes.
Seems to more of an issue with the pants than the shoes. When riding a horse, the bottom half of the pants will briefly and intermittently appear.
