They did make a new form, battlegrounds. But they locked behind a payroll for a year, and when they finally released it to everyone, they broke the queue and made it impossible to get into. And they added a set with unavoidable oblivion damage that deals obscene damage in BG because your CP mitigation doesn't apply there.

I have said this before but I would be thrilled if they scrapped Cyrodill altogether and gave us larger battlegrounds. How many people would love an old school Alterac Valley (WoW) style BG? They could set up a 24v24v24 style campaign or just make it 48 vs 48 with various offensive and defensive points in the map with boss like NPC's mixed in. Matches could last a couple of hours to days but as players we could come and go so no matter what you would always get into a match (ie - either a new match or one that was in progress).
People keep treating battlegrounds as an alternative to Cyrodiil when it really isn't. And it's not there to replace it either, it's just another way to PvP and in a different style. It's supposed to imitate open world PvP, otherwise they would have just made another Cyrodiil.
And the last thing we need in ESO is a battle Royale.
