If you shut down pvp all together it would be detrimental to the health of the game, more people solely pvp than any other aspect of the game.
Just upgrade the servers and re introduce faction lockouts and all will be well

Those in power only have the illusion they are powerful, however in reality, those in power are only so because we allow them to be.

I agree with what you think should be done, (at least until the devs figure out how to revamp the areas for PVE ) I disagree that more people PVP.
PVPers are a microscopic fraction of the game and 90% spend little to nothing on the game itself aside from the 8 bucks they spent just to get into Cyrodil.
Pathc it fix a few exploits and make PVP gear and builds separate, from PVE builds (take a Page from Arenanet) it would be the most intelligent way forward.

Theres much to do about wanting content patches for PvP, or just people wanting the content patches every 3 months. I am for taking one of those out and having one large patch cycle for just fixes, QOL, and balance and that goes for both PvE and PVP, but nobody else seems to want that.

Good try, but you're wrong. I've been playing PvP since early days of UO and seen first-hand what happens when developers start to cater to PvP players' every whim. Either make PvP-focused game from the start or don't bother at all. Trying to create playable PvP at this stage is a fool's errand.
As for toxicity...

If PvP goes down it is just a sign of the end of ESO in general so I doubt they will let that happen.
I have invested as much or more money in this game in the last 4 years on 2 platforms as any player.
I have had to buy the expansions multiple times on separate accounts.
Stop spewing out new content at breakneck speeds, which comes out riddled with bugs anyway, focus on the issues which have been around since forever, and those which are reported on the PTS to absolutely no avail. This includes improving on Cyrodiil performance. I was there today in a place where there was nothing going on and no one else and skills took no less than 2 seconds to fire before blowing up all at the same time. There were absolutely no excuses for this.
After the tangle of spaghetti has been properly combed, resume creating new content. But we all know better than to expect this. DLCs and pretty dresses sell crowns. Fixing stuff does not.
