What is the most "lore-friendly" way to start the Summerset questline??

To illustrate what I mean by this question: For Clockwork City, if you did the prelude quest after CwC's launch, the NPC at the end of that quest will directly give you and start the initial CwC quest and it flowed together perfectly (the prelude quest, in turn, was started by stumbling across a note in any Mages Guild). If you did the prelude quest pre-CwC or if you missed the prelude quest, there is a NPC that will hail you down in one of the capital city banks, starting the CwC questline. So those are what I consider to be "lore-friendly" ways to start CwC--things existing in places that your character has already been to, leading your character to this new zone.

But I haven't yet found the correct way to start Summerset. The Summerset prelude quest does not directly connect to and start the Summerset quest. I haven't found any NPCs or notes or whatever in the base game zones that will start the quest. The only two ways I know of so far for starting Summerset is via the collection screen (um, no, that's definitely not lore-friendly) or by wayshrining into Summerset and finding the questgiver there (that, too, is not lore-friendly because why would your character randomly decide to wayshrine to a previously-inaccessible part of the world?).

Travel by ship, because your char heard about the Queen's decree and decided to visit the isle?

According to https://elderscrollsonline.com/en-us/news/post/26397, the 3 ways to start are 1) wayshrine there (or teleport to a friend), 2) accept quest (personally I did this, then took a boat), 3) create a new character

Well, at the end of CwC there's hints of trouble happening in Summerset soon, moreso if you do the extra hidden quest getting the prophecy of the prognosticator. Plus the Summerset pre-quest continues off of that, and even directly mentions Ayrenn's decree to open the travel limitations to allow outsiders there, so even if your character didn't have enough motive from all of the prophecies of danger about to go down there, they might just want to head there for the sights.

After that, I'd say the most lore-friendly way of actually getting there would be by boat. However, I can see the issue if the boat doesn't take you to the side of Summserset where the main quest starts, since the main quest all assumes you've just arrived and that's pretty much the first thing you're doing, but if so, then I'd just wayshrine after taking the boat there and just pretending that the boat dropped you off on that side of Summserset, since I think that's where it'd most likely make sense to take you there anyway.

There is no lore friendly way. Even as an Altmer character they treat you like "outsider scum". And it doesn't matter at all what you did before because nobody will recognize you or your actions.

If you want to enjoy the Daedric war questline go from Orsinium to Vvardenfell to Clockwork City to Summerset. But it really isn't necessary because there's no interaction between your character and the story.
