Artaeum wayshrine

So, ever since I got summerset, I haven't been able to use wayshrines to go into Artaeum or to leave Artaeum. Also, the map when using a wayshrine won't let me click on CWC, Coldharbour, or Artaeum. I have to do so manually, from my own map. And use up my own money.
Oh and I'm on PC/NA
Edit: I have pics now. Also, when I got to the highest tier map when I use a wayshrine in SS, this happens:
