It is frequently asked to remove or disable proc sets generally in PvP. I would like that but I don't think it will happen. However, there is another way to rebalance proc sets in PvP without changing them at all.
New monster set: Wrobel's epiphany
2 piece bonus: other players monster sets do not affect you (no damage, no healing, no buff, no debuff)
Note that this is not a normal monster set. The bonus activates if you slot a monster shoulder piece and put another unmatched monster shoulder piece in your helmet slot. No PvE grind for us PvPers and no wasted monster set opportunity for PvE.
New crafted set: Wrobel's remorse
5 piece bonus: other players five-piece boni do not affect you (no damage, no healing, no buff, no debuff)
These sets would be very strong (in fact much too strong) in view of the present PvP gear situation. But they would get weaker (relatively to other setups) the less people run proc sets. Eventually, a healthy balance might establish.
The existence of such sets would introduce a whole new level of opportunity cost in PvP gearing.
