Psijic Order Ability: Accelerate (& morphs) is not Affecting Some Abilities

On a target dummy and various overland enemies I had my summoned Twilight Tormentor's special ability activated, when using the Accelerate skill there is no increase to the Winged Twilight's critical hits, meanwhile; the Scamp, Warden's bear, and Storm Atronach appears to critically strike higher as expected.
