Problem with stamina dps using caltrops getting rooted in place is back--thx ZOS

Intermittent issue with characters getting rooted in place when they try to cast caltrops. Usually casting it again break them out of it but it's wrecking havoc on my stam characters' playability.
WE JUST HAD THIS ISSUE A FEW MONTHS AGO AND IT WAS SUPPOSEDLY FIXED. I know you hate stam builds, ZOS, but jesus, stop breaking our characters with bad coding.
