Need help with the Launcher !!!

Hey ! Im sorry for my poor enlgish, is not my natural language so i hope everybody will understand ! 
So my problems is yesterday i have a power outrage when Teso download the Summerset update... So i turn on my computer again and... My launcher are missing !! Is like i have delet them... But there is not in my computer !!
I have look everywhere, so is impossible for me to DL the Update... And DL the game again only for for this update sound like terrible for me because i dont have a amazing internet connection.. Someone have idea ? Or can give me upload the Launcher.exe for me ?? I have no idea if that work but heeee
