The launcher will not check prior to download, meaning you will have to repair/verify and re-download if you are short of space. I want to say it's nearly 50 GB.
Out of interest is there any benefit to doing a fresh install rather than just updating?
I know with some programs updates can leave behind old files and copies made during the update process so over time the program ends up much bigger than it really needs to be, but I'm not sure if that's true of ESO as well.
Having to re-download it all is not an issue for me, I have unlimited internet and reasonably good download speeds, but I am running a bit short on hard disk space and can't upgrade for a while so I'm tempted to just uninstall and re-download it to see if it helps.
