There has been no precedent for preload of a major content update ... so I would say "no".
Last year for Morrowind, ZOS decided to drop the patch a few days early for those that pre-ordered.
However, once the patch is made available, you can immediately download it and play the new content.0 -

I figured as much yet with every large patch people ask for the chance to preload. Hopefully one day they will start doing preloads for major patches.0
