It does, but namely, Clever Alchemist only procs during combat just in case you didn't know. (primarily because it was giving certain NB Gankers an unintended advantage in cyrodiil back then)
If using poison arrow amongst the whole bow build schematic, it is advisable to make a sharpened bow with a crusher enchantment as the Bow Skill line, while it may buff critical ratios & damage to a degree, does not "Passively" provide any form of penetration & as such, a sharpened crusher bow is one of the only ways to ensure the best possible damage output.If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...
If a game does not respect your time, best thing to do is move on from it and find something else.2
