[Video and Photo Proof] Concentrated Barrier Bug Creates Extremely Strong Shield

I tried to bring this up to the devs with the first video, but I don't know if it's being looked after. So, the Concentrated Barrier passive in the Psijic Order skill order is terribly bugged. If you spam block a lot, the shield strength is increased a lot. Here's the video from when I first discovered the bug:
After uploading the vid and making a forum post about it, a couple people reproduced the bug, with the shield being extremely strong. Here are the pics:
A few other people tried to reproduce it, but couldn't because they didn't use addons to show shield strength. A couple people proposed that it was a UI error. Well, I went ahead and tested it myself. Low and behold, the huge shields really do absorb that much damage, with or without addons. Here's the video:
I'm worried about this bug making it to live. It would completely break pve and pvp, as you only need to have a Psijic skill slotted to take advantage of it. Please, ZOS, tell me this is going to be fixed.
