So if someone declines the queue after group forms you get hit hit penalty?

So I just set dungeon finder to find the 2 dungeons in my pledges, one from today and one i haunt finished yet. I queue as a tank as I'm using my tank. It says dungeon ready hit F to join, i hit F it says group forming, I never get a load screen or make it to the dungeon,and then it says instance full, or someone declined. Reforming group. And i am hit with a lock out penalty of 15 minutes.
How does that happen, and does that timer continue offline, i don't want to waste my xp bonus waiting for a penalty to wear off.

It's almost definitely something happening that's behind the scenes. My guess is that it likely tried to connect you, put you in the dungeon, then disconnected you due to an unstable connection, and the game considered that as you quitting out, giving you a prnalty. You can see on xbox, for example, when you push the screen bounds all the way in, that you actually load into an area and can interact while the loading screen is still up, covering up most of the UI. This is the same process as it uses on PC, and even without anloading screen, does the same thing, just more quickly. If this is what happened, it is probably known about, if unintended, but there is not much impotus to fix it, as the idea is that it willl not happen regularly enough to incur harsher penalties than a 15 minute lockout every now and then.

If somebody declines the group before its been formed you get pushed ahead of the que.
Only time you get penalty if you inside the dungeon with the group and you leave.

yes i know that part but this time it hit me with the penalty, thats what has me questioning.
