NPC Andwien - No Dialogue

The NPC Andwien is tending to the grape vines west of Shimmerene. While he shows the option to "Talk," no dialogue ever actually comes up. He just keeps tending to the grapes and complaining of having so much to do. I just started playing this beta today, so I am unsure if he plays a role in a future questline, but prior to receiving any such quest, he is showing as interactable, but is not.
