High Elf Clock and Bolt Escape

I'm afraid both of these things are completely unrelated but...
Firstly, I have noticed that bolt escape seems to not be working properly on the pts. Half of the time that I am using it, it still costs magicka, and the animation begins, but my sorcerer doesn't actually move anywhere.
Secondly, I just wondered whether the Ochre and Culanda Lacquer needed to craft the new masterwork recipe, High Elf Ancestor Clock, are actually in the game yet? Neither of these were provided with the templates and there is no mention of these materials in the patch notes. Does anybody happen to know where these materials come from? Or have I just wasted a huge chunk of my evening riding around searching for it?

I'm hoping it means they tweeking something with it to buff it or make it less clunky! @ZOS_GinaBruno ??
