I've noticed many times both mounted and dismounted NPCs will snare me while I have it, so unless I've misread the retreating maneuver tooltip (or if it just works in PVP like that), then it's very buggy. Someone fix this pls.
I've had problems where Charging Maneuver won't recast when the Minor Expedition aspect of it is still active. To the OP: are you sure you have enough stamina when you cast it? Sometimes it seems like it's broken when it's just a matter of not having enough resources at the moment.

Rapid Maneuver? Press the button 2-4 times repeatedly hard, it should trigger then. Got to do it every time you try to cast it. The bug has been there longer than I can remember.

Been there done that, unfortunately. I've pressed that button so fast man. I used to play with a joystick on my C64 when I was young, some games you could gain an advantage if you pressed the joystick button insanely fast. This could be achieve by tightening you muscless and making your arm jitter/shake really fast while pointing your finger close to the button. This would cause the finger to vibrate up and down as fast as your arm could shake/Jitter (really fast, more than 10 clicks per second). Even this technique does not provoke the rapid maneuver, tried it sadly and it fails.
