The least populated so Mournhold is rather on the end of the list.
Some says Malabal Tor is the best.

Shadowfen imo. Everything is very close including bank.

Rawl'kha. Everything is close together and you can do them all in a linear path.

Just to the left as you face the enchanting station. It's an small oven , not a campfire, and there is no brewer or cook but you can craft there.

Right now, it is hands down Vivec City. Quest boards are right by their crafting stations, bank is in the middle, drop off is just behind the consumables area. Guild traders are behind the equipment crafting area. Wayshrine is just past the guild traders. No doors.

I preferred Velyn Harbour before Morrowind. After that it's Vivec city. Soon it will be Alinor in Summerset

No, that changed a while ago. You can turn in writs anywhere now.

I use elden root if im doing undaunted and mages guild as well. Vivec is great for convenience and i use vulkhel guard if want some place that is convenient and fairly quiet.

Unreal people still use Mournhold, its terrible. Busy and laggy

Vivec mainly for me as BG quests too.
