You mages barely have enough stamina to stand up, let alone sneak.
Want to sneak? Put away the robe and put on some real armor.
I'd fully back this.
However we would then run the issue whilst people in light armour are better at sneaking, so are people in heavy. Fullplate users being as sneaky as light clothed thieves.
Unless they add some kind of weight penalty to the armours.

To be fair, I think it would be easier to sneak in leather pants than a long dragging cloth robe.

That is all that should happen, were sneak to be removed from Medium armor.
I personally would place the cost reduction into the Well-Fitted armor trait, and have the sneak AoE reduction placed into legerdemain.

cloth can be robe or shirt, if you do crafting you should know this.
