Flame Staff and Burning

I noticed something odd after obtaining my Maelstrom Lightning Staff. Why does it proc concussed when my flame staff doesn't proc burning? My flame staff light attack damage also seems to increase/scale with my War Maiden spell damage 5-piece.

Do Flame Staves just not proc burning, or am I missing something?

Light and heavy attacks do not proc status effects. The secondary aoe if the heavy attack from the lighting staff does though, as that is secondary damage.

yes and they have bay far the highest chance, 20% at base. but glyphs are not the light attacks or heavys.

Huh, seems really dumb that lightning staff AoE is considered secondary damage. Especially considering how damn powerful it is, especially when stacked with the Maelstrom staff.

I think they should make light attacks proc status effects on light and heavy attacks, it really only makes sense that a Flame Staff could make a target burn, so on so fourth.
