Is Morrowind already downloaded?

So it's my understanding that the DLC are already downloaded on my computer, ready to be unlocked once I purchase them or have an active sub.
Is Morrowind the same way, ready to be unlocked as soon as I purchase it?
I ask because I'm about to pre-purchase Summerset (which also gives Morrowind), but I want to play ESO now (the base game, for double xp) without having to wait for the chapter to download via my extremely slow internet (I'd rather it download overnight while I'm asleep, if that's the case).

✭✭✭I think some people had problems of MW activating when they bought it if they didn't have it cause I heard somewhere in a previous post MW won't unlock till SI comes out so not sure if they changed it or not0
