NPS enemies can see through Shawy disguise?!?

I noticed, that if i used the strategy i have been using since for ever which is cloak->surprise attack ->Stunned enemy->attack->cloak again and rinse and repeat, this does not work right now.
After the initiaöl first attack, enemies follow me even if im on that shadowy disguise and i often need to spam the cloak muyltiple times before they stop following/seeing me and stun again.
Is this intentional?
