With new expansion, we can certainly expect massive changes to the balancing matter like we had with Morrowind. There are always big expectations and secretly I am hoping Zenimax will start rely on already tested approaches. Same time, I am also sure it just wont happen and Zenimax will find a way to screw the game even more. I digress.
Since DB patch there is a heavy armor meta in PVP and for what? It was nerfed but still armor sets carry it out. As a heavy armor user u gain waaay too much power from sets, Constitution is still overperforming LA/MA armor sustain. Do u need regen?.. nah. Pre DB we had to pick 2 out of 3 or focus on 1 choosing from: Damage, Sustain or Resistances. While Constitution Passive wasnt overperforming, yes we had tanks but they either couldnt kill or even if they were damaged based they simply couldnt sustain and they were going down anyways. Now? 90% of Cyrodill's population is heavy armor equipped, why? Damage, Sustain, Tankability, all in one. If u find this to be okay u can already stop reading. Just like it wouldnt be enough it also gives more Health, well... I heard it so many times before, I think Wrobel said: that suppose to make player feel more "powerful". Does it tho? I guess for casual folks, it does so they can have better chances to zerg u down and not get killed instead. Thats the problem, heavy armor highly encourages to zerg. LA/MA zergs are cancer too, but hey u can burst someone down way easier.Those basically gives u opportunity to 1vX and when u are chased by ~8 players, u turn back and start killing them. Thats when I feel powerful, not when I tank and heal every incoming damage. Its perfect when u can evade it in a smart way. But hey, cloak is unreliable, scales do not reflect as much as they used to. Certain ultimates literally shreds apart LA/MA users, how is it fair? It isn't. What bothers me the most that certain situation was already once solved. When the burst in 1.6 was just too bad. Imperial City patch brought solutions. Altough here we are again, waiting 2 years to see changes making LA/MA a thing again.
What can be done? Most importantly nerf Weapon/Spell Damage tooltips from overperforming sets by 60-70%. So we can rebalance all Seventh Legion alike sets into something similar to Knight Errant. Next thing u want to do is to make sure Constitution works like pre DB patch, so u have to run additional sustain sets or glyphs. You either sustain urself or do damage. Now it doesnt necessarly mean that u have to buff LA/MA same time, but it would be a great encouragement. You can add back those stolen in Morrowind 1% of cost reduction or even more.

    I'll be honest, with a title like that, I was expecting suggestions about all three armor classes, not just "nerf heavy armor" for the old reasons that its still overperforming and everyone wears it.

    Nerf "is" still a balance change. Tweaking number? Balance change. A lot of ur "numer tweaking" in Morrowind = balance changes.

    Nerf "is" still a balance change. Tweaking number? Balance change. A lot of ur "numer tweaking" in Morrowind = balance changes.

    Nerfs and number changes are the easiest way to pseudo-fix problems. That's why Zenimax is doing mostly just this. It's easy, cheap and can be done quickly. ESO balance needs more than that. Some substantial changes for mechanics and skills etc.

    It’s hard to believe that everyone is still raging about Heavy Armor. Their are some good sets for sure, but I honestly find HA to be rather weak now in comparison to medium or light. I haven’t used HA in any sort of real capacity since HotR (not saying I don’t use HA sets, if I do I still run 5med 2heavy) The passives for heavy just don’t compare to medium or light anymore.

    It would be better if people stopped complaining about Heavy Armor as a whole and instead focused on specific sets, because Heavy Armor as a whole is not really in a good place anymore with all the nerfs.

    Sorry to dissapoint but heavy armor was already overnerfed. On magicka builds light armor and setup compositions it allows to use overperform any heavy armor builds in any aspect of damage/sustain/tankability.
    On stamina - ha users still have couple sets that prevent medium to be undisputable bis.. at least till craftable jewelry next update.

    People DONT use heavy armor for sustain...they use it for survivability...because you cant take a hit if you arent wearing heavy armor...its that simple...constitution isnt even a concern of mine when I choose heavy armor...its the fact that its the only way I can survive more then a few hits...so wear light or medium and be a glass cannon, or wear heavy and be able to survive more than 1 person attacking you at a time...not much of a choice.

    So it's ok to have one weapon line dedicated to PvP, but not ok for armor?

    Go into any "buff 2h" thread and you have a 100% chance of seeing one of the first ten posts saying, "2h is PvP weapon, it's fine doesn't need a buff." So why cant you just accept that heavy armor is the PvP armor set and live with it?

    (Obv heavy has a place in PvE too on tanks)
