Playing as a Breton Warden with the Ice Staff with this build...

Set 1
Fetcher infection
Crystallized Slab
Blockade of Frost
Winter’ Revenge
Screaming Cliff Racer
Elemental Rage

Set 2
Blue Betty
Crystallized Slab
Blockade of Frost
Winter’s Revenge
Deep Fissure
Northern Storm

Basically a Damage and Off-Tank Build for any PVE content. (Don’t see the point in doing PVP LOL!).

Im looking for stiff I would need like Champion Points and Armor Sets for this build.
Soooo... Any Ideas?

NOTE: Yes I already know about the Tri-Focu Passive and yes, I know to simply avoid it.

    Winterborn and Iceheart. :)

    Winterborn Set

(2 items) Adds 1096 Max Magicka

(3 items) Adds 129 Magicka Recovery

(4 items) Adds 129 Spell Damage

(5 items) When you deal damage with a Cold Damage ability, you have an 8% chance to summon an ice pillar that deals 7967 Cold Damage to all enemies in a 3 meter radius. The ice pillar persists for 2 seconds and reduces the Movment Speed of all enemies within the radius by 60%.

    Iceheart Set

(1 items) Adds 833 Spell Critical

(2 items) When you deal Critical Damage, you have a 20% chance to gain a damage shield that absorbs 8600 damage for 6 seconds. While the damage shield holds, you deal 770 Cold Damage to all enemies within 5 meters of you every 1 second. This effect can occur once every 6 seconds.

Ysgramor's Birthright gives more damage to cold abilities.

You could run with Winterborn from Maelstrom Arena.

Iceheart is the monster set that gives an Ice Shield.

I would put Northern Storm on the front bar because 8% more magic and maybe run ice comet on the back for single target.

For CP I would have to experiment...
    Playing since beta...

I've created PvE ice builds in the past. While I have't published a build since Morrowind I did make one using UESP Build Editor that gave above 30k on a dummy. Not great but good enough for 90% of the game.

    It's essentially:

    5 Winterborn
5 Mechanical Acuity (low base crit on this build which is why this set works best)
    1 Molag Kena
    1 Acuity Ice Staff
1 VMA Ice Staff (random NON-ACUITY ice staff if you don't have VMA)

here's the link for the build

replace bear with Northern Storm front bar and Elemental Rage back bar if you like
if no Winterborn you can try Ysgramor

I would actually run Elemental rage on the back bar and Northern storm on the front. Pair the build with Necropotence for a solid 45-50K magicka if not higher. If you run Necro you would either have to give up a 2 piece monster set or give up another 5 piece set. I'd recommend wearing 5 Winterborn and giving up the Iceheart set since the Warden has solid shields and the Winterborn set does more damage. Instead, run a 1 piece weapon or monster set (kena or iceheart for damage or spell crit. or Domihaus for more max magicka and extra stamina).

Also, for what it's worth, 3 of your primary damage skills, Cliff Racer, Fletcher, and Deep Fissure, are not frost damage. You would be better off not running a set that solely buffs frost damage like Ysgramor. Winterborn is still ok because it procs off of your frost skills and doesn't only add to them.

That’s gonna be something to do when I reach champion 160. ;)
So what about Weapons? Thinking about the Maelstrom Staff.

I personally use the Bear just for fun and RP. LOL
I do however switch to Northern Storm and Elemental Rage for other content.
