A skill line being p2w because you need the dlc or chapter for it?
Like Warden class skills?
Like Thieves Guild?
Like Dark Brotherhood?
I suppose that line of reasoning suggests the entire game is p2w since you need to have bought it to access any skill lines at all.

You still need to complete the content in order to get the BiS gear, just like you normally do. The only difference is that non-paying players dont have access to these items. But what would be the reason to get the DLC if it didnt offer some way to improve your character?
Its not paying to win if you have to complete content for it. Especially when its very challenging and most casual players arent able to clear it anyway.
Yep, just like Thieves Guild and Dark Brotherhood were clearly P2W.

Considering OP is asking us to assume something then assume something else to come up with essentially an assumption I think this thread will be an entertaining exploration of players imaginations yet still pointless unroll all his assumptions are reality, or not.

Soul Magic gives you one ability that nobody uses and an ult that some people use but only in pvp. Vampirism, people only have it for the passives and mist form, some people use the ult, some people use the drain, but majority of people don't use either. Also, neither of those skill lines are ones that you paid for. You bought the game, which gives you soul magic. Vampirism can be bought from the crown store, but most people get it for free from other players. Both of these have been in the game since launch, so neither are what you think is the definition of P2W skill lines.

What's your point? I said people use vampirism for the passives and for mist form.
