Weapon proc Cooldowns

Say you have a poison enchant on a front bar weapon. You do some light attacks and the poison procs. It's now on a cool down and it won't proc again until the timer resets. Is that a character cool down or that particular front bar weapon cool down ? ie if you switch to a back bar weapon does it have it's own cool down.

Not sure how if that even makes sense.

A specific enchant (like your poison enchant) will share the same cooldown on both bars.

Also if you use dual wield, infused on off-hand will also reduce the cooldown for main-hand enchant. (but not increase potency).
