The problem is that they are locked behind the expansion. The increase needs to be done on the base game areas. Not certain when or if they had ever made this increase yet the game has pushed ahead with increased players. One Tamriel also changed the dynamics as a guild could get a Trader in any land instead of only in their factions lands and dlc's.
There are already plenty of trader spots. Many of the back water ones are held by guilds with don't have more than three pages of items listed. People just only want more in the main cities.
More will be added with the next Chapter and any new DLC any way.

Exactly this. Without a 'global' search function or even basic text search functionality when you are at a trader, adding more traders will just make finding items harder and more of a chore for console players.As a console player, there are enough traders. I don't make it to all of them as-is. What they need is a global search function. Either at the bank, or an exterior Web site/app like TTC. It could even cost crowns or come bundled with ESO+.
