I know they need a way to make extra money but what about loyal subscribers that's been with the game since the beginning? I would rather have the option to just buy the item I want out of the crate as a subscriber and save the random lottery "crown crates" for the freebies.

Okay, you've not shown a connection between crown crates and new DLC.

To be fair, you haven't shown it isn't true, either.

I'd think in a balance of probabilities, the coin falls on the side that revenue from crown crates, to some degree, is returned into development of ESO.

Unless you have something to the contrary?
