To our south we seem to have an infestation of elves and what I can only assume to be their pets. Their standard is a yellow banner with a large bird on it. Presumably to match their observed doctrine of "a horde of screaming lunatics have been sighted coming from the east. Let us take flight!" The Dominion is ruled by Queen Ayrenn, a startlingly young ruler who presumably spent a portion of her early life hiding off the coast of her nation on a party island. The Aldmeri obscure this by stating that she mysteriously disappeared in their attempt to romanticize the situation. Despite her drawbacks Queen Ayrenn is one of the better leaders, as she is one of the least elven of her people in terms of a lack of their typical stuck up attitude. She is still an elf though.
High Elves: A race of elves that we can assume were selectively bred to reach high up places on shelves. They are a terribly emotionless people who make up a decent chunk of the Dominion government. They make lovely cities but overstep themselves by claiming that they are the only real culture in Tamriel. Clearly Ayrenn has never visited the Imperial city and compared it to the hovel she calls a palace.
They seem to lead their alliance by virtue of being the only people actually capable of nation building. While the wood elves are busy trying to make a snappy outfit out of bark and leaves and the khajiit are having a nap on someone else's couch the high elves are often in their offices actually doing work and trying to keep the Dominion from folding in on itself. This may explain their often stoic demeanor.
Wood elves: Wood elves are related to high elves in much the same way a fox is related to a dire wolf. They often can be found with horns giving them an uncanny resemblance to deer and they love to live in trees. They seem to have an aversion to any serious work and run around the forests acting adorable as the high elves glare from the windows of their offices and fill out yet another military requisition sheet for the war effort.
The wood elves choice in settlements are a testament to the values of their species as many of their cities are confined within the interior of trees. They however are rather short sighted as many food crafting stations with a large fire can be found in these communities despite the abundance of wood. But then again wood elves don't seem the type to think deeply about anything much in general as they have shunned normal civilization in favour of living with nature. Imperial records on the Wood elves do make mentions of cannibalism stemming from the green pact, an oath made by their people barring them from eating or killing any form of vegetation. Presumably in wood elf culture eating someone of your species is less shameful than eating a salad.
Khajiit: From the land of Elsweyr (Probably named by Khajiit to make even discussing their place of origin annoying to outsiders) are a race of cat people who largely make their livings by theft and the skooma trade. Attempts to give the Khajiit an outlet in pursuit of more noble goals, such as joining the Imperial army has been for the most part unsuccessful as very few Khajiit have been seen amongst our ranks. Their architecture is heavily dependant on using wood to keep costs down and their houses are built around the doctrine of "what if houses. But on stilts?"
Khajiit have an annoying tendency to speak in the third person and common phrases heard from Khajiit are "would you like to browse this one's wares?" or " this one assures you that this armour is not yours. This one is a master blacksmith and can craft in the Imperial style" They are often found lying on their backs in fields and rambling about colonies on the moon.
In wartime the Dominion military can often be seen peering over their keep walls at the enemy. In one instance that I observed, the Dominion had the Covenant sieging their fortress from the west and the Pact forces charging in from the east, the Dominion military responded by placing bets on the opposing forces and eating their dinner on the walls so that they could watch the ensuing fight.
Dominion military offensives are often started by a high elf pointing out to their wood elf allies that the enemy siege weapons are responsible for the deaths of many trees and then telling the Khajiit that the enemy keep is filled with valuables. A horde of of claws, swords and daggers then comes streaming out of their keeps and sweeps the enemy away like a tide.
