ZOS: Are level-up rewards account-based or character-based?

Anything which is an account wide unlock (mounts, costumes etc.) are account based.

Crates are account based.

Other items (weapons etc.) are character based.

I am not 100% sure if XP scrolls, potions or the like (crown store items but not unlocks) are account or character based.

Thanks, I suppose I should have been a bit more specific though. What I meant was can you only get the level up rewards such as mounts once per account or can you level up multiple characters to get more crown crates?

Collectibles, like mounts (well, there is only one), costumes (there are 3) and pets (there are 2) you get as long as you don't have all of them.
Crown Crates are awarded once per respective level per account, i.e. you don't get any more than 3 crates and each of the crates is tied to a level. So you you can't level 3 characters to lvl 20, for example, to get all the crates. You have to reach level 20 for the first crate (another character who reaches lvl 20 won't get one), level 30 for the second crate and level 50 for the last one.

I think you only get one out of three costumes and one out of two pets per account.

I'm pretty sure you can get all three, second character to 20 will only have two options to choose from, and third character to 20 will have the last remaining option. I don't know that for certain (will in a day or two), but that is what I've read.

I was mainly wondering about the crown crates as I have read about people who are planning to delete their alt once they reach 50 in order to level up more to get more crates. Thank you for clarifying, @feyii.

It looks like the others have done a good job of answering this question already. I just wanted to hop in and verify the answers.

Generally speaking:

• Collectible rewards (pets, mounts, home storage, costumes, etc), Crown Crates, and Transmute Crystals - Once per account
• All other items - Once per character

Keep in mind, if you've already upgraded your bank/bag space prior to unlocking those rewards, you won't receive them. The rewards are only for the first upgrade of each.

I've noticed that when you're prompted to make a choice for special things such as pets or costumes, you can make another character to get the one you did not pick previously. Not sure if that was intentional or not.
